DS-020 NPCs disappear randomly

NPCs randomly disappear, and I have to quit the game and restart it for them to reappear. Example:

• An NPC gives me a quest, I go to complete it, and when I come back to turn it in, he is gone
• Sometimes, it affects several NPCs who are next to each other
