RF455-087 RF 4.55: Grade and Subgrade player accounts

After a character is created, it is assigned the [DEV] account grade and subgrade, meaning it is treated as a GM account, even though it is not one.

In practice, the character will appear as a regular player in-game due to the specific properties of this grade and subgrade, and, according to the server's functionality, will not have access to GM commands. Still, this seems like a rather strange design decision.
