RF455-109 Premium Items Are Not Consistently Removed on Logout or Reissued on Login

When a character logs out, all premium items they possess, whether equipped or stored in their inventory, should be removed. Upon logging back in, if the character still has active Premium status, the premium items should be granted again. Currently, this behavior is inconsistent: premium items are not granted on every login, and previously granted items are not always removed when the character logs out.

Actual Behavior: Premium items are not consistently removed when a character logs out. Premium items are not consistently granted when a character logs back in, even if their Premium status is still active. Duplicate or previously granted premium items may remain on the character.

Expected Behavior: On logout, all premium items should be removed from both the character's equipment slots and inventory. On login, if the character has active Premium status, all applicable premium items should be granted again. This process should work consistently on every logout and login without leaving old items behind or creating unintended duplicates.
