RF455-142 PT Does Not Reach Grand Master at Level 80

Issue: Characters reaching Level 80 do not automatically have all applicable PT categories at Grand Master (GM) level.

Expected: All applicable PT categories should be at GM/max level when a character reaches Level 80, according to the intended server configuration.

Request: Please investigate the PT progression and level-cap configuration.
