RF455-145 Race Buff Support Does Not Work on Same-Race Players

Issue: Race buff support is not functioning correctly when attempting to apply supported buffs to another player of the same race.

Expected: Supported race buffs should work on eligible allied players of the same race.

Request: Please check same-race target validation and support buff handling.
